President of the Russian Paralympic Committee Vladimir Lukin congratulated the IPC with the 31st anniversary.
Dear Mr. Parsons,
The Russian Paralympic Committee is happy to congratulate the International Paralympic Committee with its 31st anniversary. We are honoured and privileged to represent such strong and fantastic organization on the Russian territory.
The IPC has achieved a great progress over the last three decades. It has always been a frontrunner of Para Sport. The pinnacle of the Paralympic sport, Paralympic Games, turned from sport festival into one of the biggest sporting event in world. Currently, the Paralympic Games is setting the new challenges to change the attitude to people with impairment, make the world more inclusive and diverse.
I hope that we will continue to work hand in hand in order to develop and promote Paralympic values and serve for the benefit of para athletes.

Allow me the opportunity to thank you for your letter and kind words. Every year we maintain our drive for changing the world through Para Sport and ensuring a more inclusive and diverse future is a year we as a Paralympic family have achieved something that will live for generations.
Without our members we would not be where we are now so let me thank you and all our members for supporting the journey we have all been on for the past 31 years.
I personally believe we, despite all we have achieved, have a long road ahead of us and know that together, with our movement’s passion and commitment, we can accomplish all we set out to do.
