Open Letter to Honored RPC Governing board member Lunacharsky Georgiy Sergeevich

Dear Georgiy Sergeevich!

During the interview given by you to the newspaper "Sport-Express" and published on the website of the newspaper on 20 October 2021, you voiced the facts of doping use by para athletes without specific identification, that is, groundless, in order to obtain material benefits in the form of cash of four million rubles, including facts of using prohibited drugs "under the pretext of chronic diseases and medical recommendations". You also mentioned cases of collusion with the personnel of athletes (coaches, doctors) in order to legitimize the use of doping and concealment of the facts of the use of prohibited substances.

The Russian Paralympic Committee (hereinafter referred to as RPC) expresses its extreme concern about this information from your publication, and demands to disclose the facts of doping use by the athletes you know, and submit the information to RPC and Russian Anti-Doping Organization (Association of Russian Anti-Doping Agency "RUSADA") for investigation with respect to possible violations of the All-Russian Anti-Doping Rules, World Anti-Doping Code , the IPC Anti-Doping Code (hereinafter referred to as the IPC), the RPC Anti-Doping Rules.

In addition, if the actions of the mentioned persons contain elements of crimes provided by Art. 230.1 and Art. 230.2 of the Criminal Code of the Russian Federation, information must be transferred to the law enforcement bodies of the Russian Federation in order to verify the information you have received from the unidentified persons, on the basis of which criminal proceedings may be instigated under Art. 230.1 and Art. 230.2 of the Criminal Code of the Russian Federation. The RPC states that it is not aware of the facts of athletes' use of prohibited drugs indicated by you. However, the RPC is ready to provide real assistance and support in investigation of the facts of possible violation of anti-doping rules known to you within the framework of the commitments undertaken in accordance with the World Anti-Doping Code and the IPC Anti-Doping Code.

Due to the exceptional importance of the information you have provided, we urge you to provide the RPC management as soon as possible with the specific data you have on the violations of the legislation.
