Joint statement of the Russian Olympic Committee and the Russian Paralympic Committee

In connection with a numerous issues from the Media representatives concerning the information about the facts of possible violations in the financial and economic activities of the Russian Anti-Doping Agency “RUSADA”, the Russian Olympic Committee and the Russian Paralympic Committee, which are the founders/members of the All Russian Anti-Doping organization, consider it is necessary to state the following:

In accordance with the legislation of the Russian Federation and the Charter of the Russian Anti-Doping Agency “RUSADA” (art. 6.2.11) refers to exclusive jurisdiction of the collective body of the Russian Anti-Doping Agency “RUSADA” – the General Meeting of the Russian Anti-Doping Agency “RUSADA” (the Russian Olympic Committee and the Russian Paralympic Committee) annual approval of the audit organization is related for implementation of review of the financial and operational activities of the Russian Anti-Doping Agency “RUSADA”.

In violation of the established rules, the audit organization, which was intended to verify the annual accounting documents of the Russian Anti-Doping Agency “RUSADA” for the year 2018, was not approved in the manner established by the Charter and legislative acts.

Beyond the established procedure, the staff of the Russian Anti-Doping Agency “RUSADA” submitted to approval to the General Meeting, which was held on April 30, 2019, the issue of appointing the audit organization for the year 2018 “afterwards”, together with the issue of approving accounting documents of the Russian Anti-Doping Agency “RUSADA” for 2018 and the corresponding finding prepared by the auditor, which was not agreed and approved by decision of the General Meeting.

It should be noted that the audit organization initially selected by the General Director of the Russian Anti-Doping Agency “RUSADA” was not even included in the first hundred of the rating of Russia’s audit organizations.

Taking into account the above circumstances and considering that during a preliminary examination of the audit report submitted by the Russian Anti-Doping Agency “RUSADA”, both members of the Russian Anti-Doping Agency “RUSADA” had reasonable doubts about its completeness and reliability, the General Meeting of the Russian Anti-Doping Agency “RUSADA” members refused to approve the information presented by the General Director of the Russian Anti-Doping Agency “RUSADA” audit organization and its prepared report.

Further, the founders / members of the Russian Anti-Doping Agency “RUSADA” and the General Director of the Russian Anti-Doping Agency “RUSADA” Yuriy Ganus, with the assistance of the Chairman of the Supervisory Board of the Russian Anti-Doping Agency “RUSADA” A.V. Ivlev, who is one of the leading Russian experts in the field of audit and consulting, began the process of selecting an authoritative and independent audit organization to verify the financial and operational activities of the Russian Anti-Doping Agency “RUSADA” for the period 2018-2019.

The principal position of the Russian Olympic Committee and the Russian Paralympic Committee was to select one of the largest and most respected audit organizations in Russia, included in the top ten in this industry.

Accordingly, for these purposes, proposals were sent to all the largest audit organizations in the Russian Federation. With the respect to the need for a comprehensive audit over the two years of the activity of the Russian Anti-Doping Agency “RUSADA” and the tight deadlines set in the terms of reference, a number of audit organizations informed of the impossibility of conducting an audit due to the lack of space in the pre-agreed schedule of inspections, other organizations proposed inspection dates that did not suit founders/members of the Russian Anti-Doping Agency “RUSADA”.

The company “FinExpertiza” was the only audit organization that fully complied with all the requirements regarding the completeness of the audit and the timing of the audit.

The specified audit organization has been among the ten best Russian audit companies for a long time and was approved by the the Supervisory Board of the Russian Anti-Doping Agency “RUSADA” A.V. Ivlev.

Accordingly, on February 19, 2020, by the decision of the supreme governing body of the Russian Anti-Doping Agency “RUSADA”- the General Meeting of Members of the Russian Anti-Doping Agency “RUSADA”, Limited Liability Company “FinExpertiza” was appointed as an audit organization to verify the financial and operational activities of the Russian Anti-Doping Agency “RUSADA” for 2018-2019 years.

As already noted, in accordance with the Charter of RAA RUSADA, the approval of an audit organization falls within the exclusive competence of the General Meeting of Members, that is, the powers of the Russian Olympic Committee and the Russian Paralympic Committee.

Considering the social significance of the functions performed by the Russian Anti-Doping Agency “RUSADA”as an all-Russian anti-doping organization, and the significant amount of funds allocated to finance the activities of the Russian Anti-Doping Agency “RUSADA” from the federal budget, the members / founders of the Russian Anti-Doping Agency “RUSADA” made a decision as part of the audit of financial and operational activities, in addition to the general audit of the accounting (financial) documents of the Russian Anti-Doping Agency “RUSADA” for 2018-2019, also carry out an in-depth audit to assess the operational effectiveness of the functioning of the internal control system in relation to business processes: “Fees of employees of the Russian Anti-Doping Agency “RUSADA””, “Acquisition goods, works and services ”and“ Product sales ”.

The audit of financial and operational activities (audit) was carried out in full accordance with international audit standards in March-April 2020 under conditions of restrictions due to coronavirus.

Due to the fact that the in-depth audit of the financial and operational activities of the Russian Anti-Doping Agency “RUSADA” was primarily focused on the analyzing the actions of the management of the Russian Anti-Doping Agency “RUSADA”, including the General Director of the Russian Anti-Doping Agency “RUSADA”, the results of the in-depth audit were transmitted directly by the audit organization to the Russian Olympic Committee as a customer of the audit.

Contrary to the statements of the General Director of the Russian Anti-Doping Agency “RUSADA” at his press conference on July 10, 2020, the in-depth audit revealed a number of material irregularities in the financial and operational activities of the Russian Anti-Doping Agency “RUSADA”.

In order to prevent various conjectures and speculations regarding the results of the audit of the financial and operational activities of the Russian Anti-Doping Agency “RUSADA”, the Russian Olympic Committee decided to publish a Report on the results of the study of the performance of the internal control system in the Russian Anti-Doping Agency “RUSADA” for 2018-2019.

Due to the fact that, in accordance with the Charter of RAA RUSADA, the performance of the Director General of the Russian Anti-Doping Agency “RUSADA” is the exclusive competence of the Supervisory Board of the Russian Anti-Doping Agency “RUSADA”, the founders / members of the Russian Anti-Doping Agency “RUSADA” (the Russian Olympic Committee and the Russian Paralympic Committee) submitted the results of the audit to the Supervisory Board of the Russian Anti-Doping Agency “RUSADA””, which should consider the submitted materials, analyze and evaluate their content and the nature of the violations identified, and also respond within their authority.

The Russian Olympic Committee and the Russian Paralympic Committee fully trust the level of competence and professionalism of the members of the Supervisory Board and its chairman A.V. Ivleva and will expect the recommendations of the Supervisory Board following a meeting devoted to evaluating the results of the audit.
