"Dear friends!

On behalf of the Government of Russia and on my own behalf, I would like to welcome the participants and guests of the All-Russian Forum for the Development of the Paralympic Movement and the 16th solemn ceremony of awarding the Prize of the Russian Paralympic Committee “Return to Life”.

Paralympic athletes glorified our country at the largest competitions of the four years, set a historical record - they took 4th place in the unofficial medal standings. In total, 118 medals, 17 world records were won. With their achievements, the Russian Paralympians have clearly demonstrated the strength of spirit and all the power of the unlimited possibilities of man.

For seven years, the forum has been making a significant contribution to the development of the Paralympic movement in Russia.

This year, about a hundred boys and girls with disabilities will have a unique opportunity to join regular sports, healthy and active lifestyle.

They will have Paralympic lessons, master classes and meetings with the champions of the Paralympic Games in Tokyo.

At the events of the Forum, strategic issues of the development of the Paralympic movement will traditionally be discussed.

The government, for its part, provides a range of support measures. This work will continue.

Funding for the training system for athletes with disabilities is increasing annually.

On order of President Vladimir Putin, conditions are being created for independent sports activities.

Modern sports centers are opening all over the country, where children with disabilities can come to training camps.

Sports grounds and halls are adapted for use by people with disabilities.

The Russian Paralympic Committee's Return to Life Prize will also be awarded today.

This year, 10 champions of the XVI Paralympic Summer Games in Tokyo, as well as their coaches, are among the laureates.

Congratulations to everyone on the high award!

I wish Russian Paralympic athletes new victories and achievements. "
