At auditorioum hall of the Russian paralympic commitee governing board, meeting of the Iteragency commission for development of adoptive physical culture and sports of the council of the president of the Russian federation was chaired by the president of the RPC Vladimir Lukin.The first item on the agenda was presentation of President of the Russian Deaf Sports Committee Alexander Romanchev on “ Preparation of the Russian National Team for XXIII Deaf Paralympic Games 2017 at Samsun, Turkey”.
The members of the Interagency Commission found organizational activities satisfactory and wished best of luck to all participants of the forthcoming Games.
The second issue on the agenda was “Steps toward reinstatement of the Russian Paralympic Committee membership at the IPC”, the presentation was given by the Chairman of the Governing Board, First Vice President of the Russian Paralympic Committee Pavel Rozhkov. In his presentation, Mr. Rozhkov indicated “ Presently, the Russian Paralympic Committee continue its work on the membership reinstatement. Among numerous activities conducted by RPC are ; ongoing discussion with the IPC on process of the reinstatement, collection of information for the IPC regarding certain points of the criteria, provision of legal representation for the Russian National athletes, challenging the decision of the IPC in accordance with Russian and International laws, active interaction with international organizations and federations, interaction with agencies such as RUSADA as well as with the Independent Anti-Doping Commission headed by Vitaly Smirnov.
During the IPC Governing Board meeting of January 29, 2017, the organization representatives pointed out that they are impressed by the working relations of the IPC Taskforce and the RPC Working Group. The next steps for them would be formation and consolidation of the road map on the issue of how the certain points of criteria would be implemented. In its Report of February 13, 2017 the RPC Working Group reported establishment of creative dialog and constrictive working relations with the IPC Taskforce. As of today, both groups are discussing detailed steps of the road map implementation as well as creation of effective short term program anti-doping testing of the Russian athletes. The IPC will review the results of the Taskforce activities at the next Governing Board meeting, which will take place in May of this year.”
Mr. Rozkhov also discussed the agenda of the meeting of the Committee of Physical Culture, Sport, Tourism and Youths at the Head quarters of the Russian State Duma on February 8, 2017, chaired by the Russian Deputy Minister of Sport, Mrs. Marina Tomilova. During the meeting the Committee came to a decision to address the IPC regarding a possibility of having a meeting with the IPC officials and members of the IPC Taskforce. In response in its press release of February 16, 2017, the IPC pointed out that meeting with the Russian State Duma representatives would be attended by the Chairman of the IPC Taskforce Andy Parkinson, other members of organization and the President of the IPC Sir Philip Craven. The IPC would discuss a various steps they propose to help the RPC to effectively implement the reinstatement criteria. Also, on February 16, 2017 the members of the Russian State Duma sent out an official letter to the Investigative Committee of the Russian Federation, requesting to provide more detailed information regarding investigations of cases of doping use.
The Chairman of the Russian State Duma Committee of Physical Culture, Sport, Tourism and Youth, Mikhail Degterev pointed out that “The Russian State Duma, conducted tremendous work, improving legal aspects of increasing penalty system in cases anti-doping rules violations. After presentation of Mr. Rozkhov our Committee decided to ask the IPC to meet with our representatives, in order to have a clear understanding of how the Russian legislative system should be adjusted to fight doping violation more effectively. Our main task now is help the Russian Paralympic Committee. The IPC President, Sir Philip Craven, agreed to have such meeting in March of this year.” The members of the Commission in general approved the RPC activities on meeting the reinstatement criteria, insisted in continuous working cooperation with the IPC Taskforce, and on preparation for forthcoming Paralympic Games 2018 in Korea.
The meeting was concluded by the Russian Deputy Sport Minister Mr. Marina Tamilova who gave presentation on future development activities in the Rusian National Sport.
